Terms ans conditions

Terms and conditions for site allocation

Depending on the situation, a number of procedures may be used to negotiate and sign occupancy agreements for property owned by HAROPA PORT:

Advertising: this corresponds to the various offers published on this website. You can indicate your interest in one or more offers of relevance to you by clicking on “Contact Us”. There are two possible scenarios:

  • Several declarations of interest are received within a six-week period from the date of publication. In this case, a formal call for project proposals will be issued by HAROPA PORT.
  • Alternatively, only one declaration of interest is received within the above period. In this case, direct negotiation between the parties can be undertaken.

Admissible declarations of interest: an admissible declaration of interest will contain, as a minimum, the contact details of the applicant, a description of the project, including the expected timeframe for completion, the desired surface area, the nature of the project in terms of type of activity and flows, if applicable. Additional information may be requested. The declared interest must also match the desired criteria of HAROPA PORT, specifically in terms of the intended use of the property. Admissible applications remain valid for six months.

Spontaneus declarations of interest: a real estate asset in the HAROPA PORT public or private domain is of interest to you but has not yet been advertised. You may use the “Contact Us” website tab to declare that interest, describing your project (nature of the activity, projected investments, type of traffic, etc.) and identifying the desired site. After examination of your request, if it is complete and admissible, a notice of reception of a declaration of interest or a simple advertisement will be published by HAROPA PORT.

Calls for Project Proposals: these involve a selection procedure that may be undertaken following reception of competing declarations of interest, or after a formal call for declarations of interest, with the aim of identifying the best bid(s) aligned with HAROPA PORT’s objectives. Associated with this procedure is a set of mandatory criteria describing the terms for bid admissibility and the bid selection criteria. The relevant documentation will be published on this website in the project section or may be obtained on request from HAROPA PORT.

Calls for Declarations of Interest: this is a procedure used to seek the views of economic operators in advance of the drafting of an advertisement or ahead of a selection process in order to help determine the principles to be applied. Associated with this procedure is a set of mandatory criteria describing the terms for bid admissibility and the bid selection criteria. The relevant documentation will be published on this website in the project section or may be obtained on request from HAROPA PORT.

Direct negotiation between the parties: direct negotiation is possible between the occupant and HAROPA PORT in cases authorised by Articles L 2122-1 et seq. of the French General Code of Public Property (Code Général de la Propriété des Personnes Publiques - CGPPP).
